    NSA Ghost names scandal: State to file amend charges against Osei Assibey Antwi

    State prosecutors handling the corruption case against former National Service Authority Director, Osei Assibey Antwi, have indicated that they intend to revise the charge sheet filed against him.

    Assibey Antwi is on trial over allegations that he approved the payment of GH¢500,861,744.02 in allowances to more than 60,000 nonexistent national service personnel. He is also accused of diverting GH¢106 million from the NSA’s Kumawu Farm Project for his personal benefit. He has pleaded not guilty to 14 charges, including causing financial loss to the state, stealing, and money laundering.

    At proceedings held on Tuesday, February 17, prosecutors informed the court that a performance audit report on the National Service Authority, which was submitted to the Attorney-General, necessitated changes to the original charge sheet. They requested a brief adjournment to allow for the amendment and replacement of the earlier charges.

    The court subsequently adjourned the matter to Tuesday, February 25, to give the prosecution time to amend the charge sheet and for Assibey Antwi’s plea to be retaken. On October 30, he was initially granted bail set at GH¢800 million by Justice Kizita Naa Koowa Quarshie, who ordered him to provide six sureties, each supported by landed property. However, after he was unable to satisfy those conditions, his legal team applied for a review of the bail terms.

    In December 2025, the court revised the bail conditions to GH¢120 million with two sureties, reducing it from an earlier adjusted amount of GH¢630 million.
