    GUTA suspends strike over Publican AI System after stakeholder talks

    The Ghana Union of Traders’ Associations (GUTA) has suspended its planned nationwide industrial action against the Publican AI system following high-level stakeholder engagements in Accra.

    The decision was announced by the Ghana Shippers’ Authority (GSA) after a meeting held on Monday, April 13, 2026, at the Shippers’ House. The discussions brought together GUTA leadership, freight forwarders’ associations, and government representatives to address growing concerns over the system’s implementation.

    Traders have raised objections to the Publican AI system, citing increased import duties and operational inefficiencies within port and clearing processes. These concerns had prompted GUTA, a day earlier, to direct freight forwarders and clearing agents to suspend duty payments and halt operations between April 13 and April 17 as part of a nationwide protest.

    However, Monday’s deliberations resulted in a temporary de-escalation. GUTA agreed to suspend the full rollout of the industrial action to allow for continued consultations with key authorities, including a scheduled engagement with the Minister of Transport, Joseph Nikpe Bukari, on April 16, 2026.

    Chief Executive Officer of the GSA, Ransford Gyampo, underscored the importance of dialogue in resolving sectoral disputes. He reaffirmed the Authority’s commitment to fostering a fair and efficient trading environment, while ensuring that ongoing reforms align with broader economic interests. He further assured stakeholders that concerns raised by traders would be addressed through appropriate institutional mechanisms.

    While welcoming the intervention, GUTA officials maintained their demand for the suspension of the Publican AI system. They argue that escalating duties and operational bottlenecks continue to exert significant pressure on traders and manufacturers.

    The Publican AI system has increasingly become a focal point of tension between industry players and port authorities, with stakeholders calling for broader consultations before its full-scale implementation.
